Koon, Ph.D., the first African American and second female to have held the office of ISA president, will deliver a presentation at the 42nd Annual Conference of the National Society of Black Engineers (NSBE), to be held 23-27 March 2016 in Boston, Massachusetts. The 2016 meeting of the NSBE, centered on the theme of Engineering a Culture Change, is expected to attract more than 10,000 attendees to the Boston Convention & Exhibition Center. The annual event—designed to provide the inspiration, education and connections black engineers need to succeed—features a diverse range of expert presentations, workshops, hands-on demonstrations and networking opportunities. Koon Dr. Koon possesses a long and impressive track record as an automation and control professional; media company executive; and volunteer leader at the International Society of Automation (ISA) and its umbrella association, the Automation Federation. Awards Dinner Recognizes Exemplary STEM Professionals

PHILADELPHIA, Feb. 22, 2016 — Philadelphia’s integral role in Navy history and technological development for some 240 years made it an ideal location for some of the brightest military officers, enlisted personnel and members of the Senior Executive Service to be recognized for their accomplishments by professionals in science, technology, engineering and mathematics fields, the chief of Navy personnel said Feb. 19.
Navy Vice Adm. Bill Moran served as the keynote speaker for the 11th annual "Stars and Stripes" dinner and awards program here, which was held concurrently with the 30th annual Black Engineer of the Year Award STEM conference.
This year the Navy hosted the dinner, an event that recognizes top-performing African-American military and civilian leaders in the armed forces.
‘Extraordinary’ Naval History
Before an audience of active and retired service members, defense contractors and invited students, Moran highlighted how Philadelphia was at the center of the development of the Navy technology that contributed to the United States gaining independence from the British.
Philadelphia, he said, is a city with "extraordinary" naval history. In 1776, he said, the city was "by far the largest seaport in North America, ... the home of the country's most talented ship architects, engineers and builders."
Naval engineers gathered in Philadelphia and built just six frigates to defend America against the British fleet of nearly 300 such ships.
But the "unmatched speed, agility and firepower brilliantly designed into those six frigates was revolutionary for the time," Moran said. "Those young American engineers dreamed what they could see, and what they could dream they could make a reality."
At the Stars and Stripes dinner, he said, participants would celebrate not only exceptional intelligence and fearless ambition, such as what was displayed in the early years of the United States in Philadelphia, "but something even more important and rare: the moral courage to do what is right and to ultimately prevail, the essential quality for those who would change the world, where change does not come easily."
The Stars and Stripes dinner and awards event was just one part of the larger BEYA conference, which ran Feb. 18-20.
The Future of STEM
Earlier in the day, as part of the Stars and Stripes portion of the BEYA conference, about 140 active and retired general and flag officers, members of the Senior Executive Service, and other senior professionals in science, technology, engineering and mathematics fields, mentored more than 300 students from Philadelphia; Washington, D.C.; Maryland; and Virginia. About 100 of those students were invited to stay for the Stars and Stripes dinner.
Moran told those students he hopes that if they took home just one thing from the conference, it would be that they could one day "see yourselves in our shoes."
Before the dinner, Moran showed a short video that highlighted Navy service and technology. It featured an array of young sailors and naval officers who spoke about their service and what it meant to them. Moran told the students that those young people in the video, those sailors and naval officers, were very similar to them.
"Just a few years ago, the voices you heard in the video were your own. ... They had many of the same thoughts, dreams and options," he said. "They wanted to share with you their experiences, and send you a message from their hearts. They want you on America's team, their team, to become part of something big and very important. To make a difference, but to also discover the magic of science and promise of engineering. ... That is what tonight is all about.
“And when we're through, ask yourselves if you are ready and willing to start now. And if you are, all of us, the Army, the Navy, the Marine Corps, the Air Force and Coast Guard -- we all have a spot for you on our team."
Award Recipients
During the awards portion of the event, eight individuals were honored for their contribution to the military.
"We are here to lift those individuals up, to make them real to America, and to make them real to the young men and women who we met and mentored this afternoon," Moran said. "We applaud their service, their dedication and their humility. What better way for us to remember the legacy of this great city than to reflect on the American spirit that is still ignited and shining brightly in these individuals tonight."
Those honored as part of the 11th Annual Stars and Stripes recognition program include:
-- Navy Capt. Mark Glover, program manager for Navy Communications and Global Positioning System, Navigation Program Office;
-- Navy Fleet Master Chief Petty Officer April Beldo, Office of the Chief of Naval Operations N1, manpower, personnel, education and training;
-- Navy senior executive Jimmy D. Smith, director of integrated nuclear weapons safety and security, strategic systems programs;
-- Army Brig. Gen. Carl A. Alex, assistant deputy chief of staff, G-3/5/7, U.S. Army Forces Command;
-- Air Force Lt. Col. Keithen A. Washington, assistant director for officer commissioning programs, Office of the Under Secretary of Defense, Personnel and Readiness;
-- Marine Corps Lt. Col. David Everly, junior military assistant to the secretary of defense;
-- Coast Guard Capt. Jason A. Merriweather, chief of the Office of Military Personnel, Coast Guard headquarters; and
-- National Guard: Air Force Brig. Gen. Leonard Isabelle, chief of staff of Joint Forces Headquarters, Michigan Air National Guard; and commander, Michigan Air National Guard.
Why Stage a Fight With Tupac?
By now we have seen that Reggie Wright Sr., of the Compton Police, is on the MGM Surveillance Tape. He is supervising the interrogation of Orlando Anderson way outside of his jurisdiction. That indicates that the fight was staged but why?
This is pure speculation about the incidents that night. But it is all based upon things we know. There was a file in the Death Row Seizure by police that had Orlando Anderson's name on it. He was being paid for something, that much we know.

If Tupac was leaving Death Row Records, and we have lots of evidence of that, how does a record label let a cash-cow walk out the door? Truth is they employ all means to keep that cash-cow happy and recording on their label. When we look at Death Row Records tactics we know that Suge Knight used an artist's vulnerability with the law against him when it came to contract time. Snoop Dogg was signed a day after his arrest for murder. Tupac was signed while he was getting his twice daily cavity searches in Dannemora Prison. That contract was prepared September 15, 1995 and signed by Suge Knight and was signed by Tupac Shakur on September 16, 1995. Completion of the three albums called for in that contract were coming to a close and there was at best a renegotiation happening and at worst Tupac leaving the label.
The charade being played on Tupac was the staged fight at the MGM. The evidence is all there. You can see Reggie Wright Jr. on the tape hiding behind a woman from the cameras as he walks by. They were aware of the cameras and knew the fight would be caught on the surveillance tape. Reggie Wright Jr. leaves with Orlando Anderson at the conclusion of his interrogation. But again why stage the fight?

Suge was known to use leverage to keep his artists in check. He used the legal defense of Snoop against him to keep Snoop generating revenue for Death Row Records. Snoop owed over five million dollars for that defense and was personally receiving very little of the money he earned in order to pay Death Row Records back for that debt.
Beyond the hand-written contract there was little to no leverage on Tupac. They needed to create leverage. The staged Orlando Anderson fight was their attempt to create that leverage.
In Got Your Back, Frank Alexander, Tupac's Bodyguard that night, writes, "When Pac snapped, he wasn't thinking about consequences, he never did with fighting. He just loved to fight and never cared about getting in trouble. All he wanted to do was get it out of his system." Fight night in Vegas would be a perfect opportunity to manipulate Tupac Shakur.
Trevon, who was next to Tupac at the MGM, whispered something into Tupac's ear and he took the bait and began the scuffle. At the time Tupac was out of prison pending an appeal. Getting involved in a scuffle would clearly send him back to prison if the tape made it to the authorities. There were no charges filed at the time and Orlando Anderson was released to go about his business - the people supervising the incident saw to that. The tape was probably collected by someone related to Kenner or Wright that night to use as leverage against Tupac later if he refused to come back to Death Row Records, Kenner, and Wright.
The MGM tape was entered into evidence in Suge's hearings on the probation violation by David Kenner not by the prosecution as is customary. In fact, all of the testimony came from Compton Police... even the statements acquired by Las Vegas Police were entered into evidence by the Compton Police headed up by Reggie Wright Sr. Frank Alexander's statement was of particular interest because what Kenner read to Alexander on the recorded telephone call is far different from the actual statement made by Alexander to Brent Becker. Somehow it was altered from the time Frank made it to the time it was entered into evidence. Alexander is warned to "not get subpoenaed" by Reggie Wright Jr. or it could have serious consequences to him and his family. When they couldn't kill Suge they were all working hard to send him away and he was not aware of his new "pawn" status until many years later.
Alexander again writes, "The fact was, the situations surrounding Tupac kept getting deeper and deeper all the time, and it became more and more apparent we were all in over our heads."
But most likely Suge was aware of the staged Orlando Anderson fight as a ploy to renegotiate with Tupac. Suge rushes Tupac away from the Mike Tyson fight for a reason. The Orlando Anderson incident happens and then they all get to the house of Suge for a reset. Tupac is asked to ride with Suge alone so they can discuss Tupac's future. Tupac is probably told he needs to remain at Death Row Records or that fight he was just caught in on videotape will be used by the authorities to send him back to prison. Suge probably told him that Kenner already had the tape and Tupac could determine his fate by playing along or he could be turned back over to the authorities who all had an axe to grind with Tupac. Look at the last image of Tupac. He doesn't look very happy. He looks like his entire life has been turned upside down.
What Suge and Tupac didn't know that night was that there was another plan at work that had them in the cross-hairs, in the same car, without any bodyguards, and without any guns. Both of them were set to die.

Congressional Dish is a Must
CORRECTION: Briney commented that she now reads most of them as reading everyone became impossible.
What are in those bills? Briney tells us all of the ingredients we wouldn't expect to see legislation. Some of what she reveals will make you mad. In December, I listened to her episode on the huge Bill that funded our government. I was alarmed to learn that inside this bill was the controversial Cyber Security Bill that was unable to get passed earlier in the year. It was virtually hidden inside an over 2000 page bill that Congress was only given hours to read before they voted on it.
Congress has so much power to shape American lives that we must become engaged in learning more about what they do. Briney is here to help us out. Her analysis is not bought and paid for by lobbyists. She is able to tell us the truth about legislation. I was especially refreshed when she dove into controversial GMO's and I was surprised at her take as she invited an expert on her show. Guests are only on the show when they are experts in their fields so they keep the show fresh. I came away understanding more about modified foods.
On a recent episode she tells her listeners how they can buck our political system by running for Congress. She breaks down all of the States and gives us a roadmap to getting elected in the most "Independent Friendly States." Be careful if you listen this may make you mad to know how rigged the system is for members of a political party that will tow party lines. Party members lose funding if they don't vote in the manner the party tells them to vote. This brings up the question of who is really representing us and who is really running the country.
Briney could be part of a movement toward a much more representative government that disseminates information to voters on the Internet.

Frank Alexander's Secret Tape Recordings in the Aftermath of Tupac's Murder
In his book, "Got Your Back," Frank Alexander says, "I began keeping a tape recorder next to the phone. I recorded dozens and dozens of conversations, with Reggie, Death Row attorneys David Kenner and Milton Grimes, Detective Brent Becker from Las Vegas, as well as other members of security."
In "Got Your Back," Frank wrote, "Kenner was reading one lie after another. Not the lie about the chain, but an entire report filled with things I did not say. It was said I named names of those involved in the fight at the MGM. It said I gave the police their gang affiliations. I don't even know the real names of Suge's homeboys, nor would I give two shits about their gang affiliations. He kept reading me lies."
Keep in mind that Kenner said, "the report I am reading came from Compton PD."
Frank Alexander again writes, "We hung up the phone. I had this sinking feeling. I didn't understand what has happening."

Readout of Secretary of Defense Ash Carter's meeting with the Emirati Minister of State for Defense Affairs His Excellency Mohammed Al Bowardi
Secretary of Defense Ash Carter met with United Arab Emirates Minister of State for Defense Affairs His Excellency Mohammed Al Bowardi today in Brussels.
Secretary Carter thanked the Minister for participating in Thursday's meeting of Counter-ISIL coalition defense ministers. He also welcomed the UAE's willingness to rejoin the coalition air campaign and provide additional support on the ground.
The secretary acknowledged the online efforts of the U.A.E.-based Sawab Center to counter propaganda and reveal ISIL's true criminal nature and intent, and the work of the Forum for Peace in Muslim Societies to help religious scholars better connect with Muslim youth in the U.A.E. and around the world.
The secretary and the minister agreed to continue the close communications between the two countries.
