    近年来北京已经发展成为全球三大权力中心之一。中国的政策和投资也正在改变着全球市场走势、影响着全球政治局势。中国作为世界上最大的消费市场,无疑引来全球许多公司和政府的关注。
  Beijing has emerged as one of the three great global centers of power. Chinese policy and investment are moving markets and influencing global politics. The largest consumer market on the planet is a strong incentive for corporations and governments of the world to woo China.

    经历了2007年至2008年的经济危机之后,纽约力克华盛顿成为美国的金融中心。然而真正的金融财证权还是掌握在首府华盛顿。中国政府也亟需通过复杂的引导以求对华盛顿施加影响。外国政府对本国经济的干预程度会受到诸多限制。然而对美国本土企业和公民的限制就微乎其微。美国为中国提供了平等的机会。当美国最高法院允许企业对美国政界进行上不封顶的竞选捐款时,创造了一条能够令财力雄厚的企业对华盛顿施加越来越大的影响的道路。
  New York was supplanted by Washington D.C. as the financial capital of America after the financial crisis in 2007-2008. True financial power now rests in the Nation’s Capital. China is going to have to navigate some complicated waters to have influence in Washington D. C.. There are regulations on what amount of lobbying a foreign government can conduct. There are, however, fewer restrictions on what American companies or citizens can do. America has paved the way for Chinese parity. When the United States Supreme Court allowed unlimited campaign contributions by corporations into politics, a path was created for wealthy corporations to have a growing influence in Washington.

好莱坞是另一个全球权力中心。好莱坞能够通过电视、广播、报纸和动画电影等诸多途径进行信息传递,以影响每个政府(地方,郡县,州,联邦以及每个世界公民)的决策行为。好莱坞可能成为中国政府的一个重要信息中心,对好莱坞的投资既是重要的,也是必要的。中国政府会发现好莱坞将成为能够令其提高影响力的吉祥宝地。中国已经在好莱坞有所建树,李安、成龙、吴宇森等人就是响当当的好莱坞品牌。中国正处在一个有利位置,其一方面通过以上知名品牌增加与好莱坞的紧密联系,同时另一方面也在好莱坞建立并拓展中国的导演人才储备。
  Hollywood is another center of Global Power. Hollywood is able to send messaging through television, radio, newspapers, and motion pictures to influence the decision-making arms of every government – local, county, state, and federal and every global citizen. Hollywood can become an important messaging center for the Chinese government and investment into Hollywood is not only important but it is essential. The Chinese Government will find that Hollywood will be a profitable venue to achieve influence. China already has many avenues into Hollywood through well-established Hollywood brands like John Woo, Jackie Chan, Ang Lee, and others. China is well positioned to strengthen their ties to Hollywood through these brands while growing a much deeper filmmaking talent pool.

    通过设立主权电影基金对中国电影业进行投资是一个让中国在好莱坞发出强有力声音并且让中国本土电影制作者用好莱坞叙事模式讲述中国故事的绝佳途径。好莱坞不断从北美六百余年的历史中挖掘故事,那么拥有八千年悠久历史文化的中国该有更多故事要讲吧!通过对中国导演在电影制作领域的多方面培训,这些中国故事将可以通过最先进的技术来讲述。
  Investment in the Chinese Film Industry through the establishment of a Sovereign Film Fund is an excellent way to achieve a significant Chinese voice in Hollywood and grow an indigenous pool of storytellers that use the Hollywood Storytelling Style to tell Chinese Stories. Hollywood has been mining stories from North America’s 600-year history. There are many stories to be mined from the 8000 years of Chinese history. These stories can be told using state of the art technology by training Chinese Nationals in every aspect of filmmaking.

THE CHINESE STRATEGY

  Ending discrimination is a key to success.

    拿破仑被普遍视为是有史以来第一个通过自身功绩而非血统而荣登大统的君主,但是至少有两段类似的中国古代史是发生在拿破仑之前的。黄帝和成吉思汗都建立了有类似法制秩序的社会,并且都是依靠自己的能力和成就组建了强大的联盟,而非出身。
  Napoleon is generally credited as the first ruler that promoted based upon merit instead of lineage but there are at least two eras in ancient Chinese history that predate Napoleon. The First Emperor and Genghis Kahn both created a society subservient to the law (rule of law) and built very strong alliances by only promoting based upon ability and accomplishment… not birth.

    现在的美国正通过一项行动来杜绝歧视,这一行动也令中国有兴趣去支持并推动其进行。如果种族歧视、厌女情结和各种盲从行为依旧持续,那么就不会有中国人在美国或者其他海外国家取得成功。洛杉矶(好莱坞)有着世界上有史以来最多元化的社会环境。洛杉矶应该成为所有结束种族主义和歧视运动的目标城市,中国需要把对该关键问题施加影响提上日程以取得成功。
  There is a movement today in America toward ending discrimination and it is in China’s best interest to support and move that agenda forward. There can be no Chinese success in America and abroad if there are bastions of racism, misogyny, or bigotry. Los Angeles (Hollywood) is the most diverse community that has ever existed in the history of the planet. Los Angeles should be the target of any campaign to end racism and discrimination and the Chinese agenda will need to exert influence over this key principle in order to achieve success.

    设想亿万人民起誓永不因为任何原因歧视任何人该是多么一副宏伟的景象。中国的战略应该包括只和接受了这样起誓的人进行贸易往来。
  Picture a world where billions of people take an oath never to discriminate against any human for any reason. The Chinese strategy should include only doing business with people that have taken this oath.

ADVANTAGE – 1.4 BILLION vs. 325 MILLION

  China’s greatest resource is people. With one in five people on the planet Chinese strategy should be to export people and have them learn and achieve positions of power around the globe. Picture America with a population of 425 million people – 100 million of them Chinese. China would have a stronger influence on the global stage with a significant population of Chinese people voting in America. Children should be educated and given the tools for success and then sent abroad to develop skills that can be of value back home in China.

  Investment in Chinese Education is the key for success as English and other languages are taught from birth to fully integrate China into the rest of the world. Chinese exchange programs can be developed to create opportunities for cultural exchanges.

    除此之外,中国公民移民美国再创新高。目前美国也在积极开展移民项目以刺激美国经济发展。中国应重视这个项目,并且尽可能多的派遣努力工作的人来到美国就业和创业。
  Additionally, Chinese Nationals can immigrate to America in record numbers. Right now there is an immigration program to stimulate the American Economy. China should embrace this program and send as many hard working people to America as possible to start and own businesses there.

  The Chinese/American Population is already significant in America at nearly four million people. China can promote the Chinese/American’s understanding of their roots. Granting scholarships to Chinese/American Children to learn Mandarin as well as to experience China during a part of their college education. Full ride Scholarships can be granted to the best and brightest students with a condition that they spend time studying their roots and Chinese heritage. What if the four million Chinese/American people became more integrated into Chinese culture? What if they became the most educated citizens in America? They would exert far more influence as educated and wealthy stakeholders!

STRATEGIC INVESTMENT IN AMERICA

    中国企业应受到鼓励以对美国进行战略性投资。这些投资可以以影响美国的中心为目标。应雇佣律师和法律顾问来确保任何以及所有的投资都符合美国的法律法规,同时中国应该要求这些企业完全服从于美国政府的管理,以此来保护这些投资。
  Companies in China can be encouraged to make strategic investments in America. These investments could target influence centers in America. Lawyers and consultants can be hired to make sure that any and all investing complies with every rule and regulation in America and then China should demand that companies remain in full compliance with the United States Government to protect these investments.

BUILDING OUT THE CHINESE FILM INDUSTRY

    世界上最大的消费者市场却有一个欠发达的电影业。对这一市场份额的扩建能够带来显著的收益流增长,同时也能建立更高的平台以对好莱坞施加影响。拥有强大电影业的另一个好处是可以运用这一平台向中国人民传播讯息。好莱坞已经做好了抓住这次机会的充分准备,因为这会使他们获得13亿观看好莱坞和中国合拍片的新消费者。
  The world’s largest consumer market has an underdeveloped film industry. Building out this market segment can create a significant revenue stream while creating a platform to influence Hollywood. An additional benefit of a more developed film industry is the ability to use this platform for messaging to the Chinese people. Hollywood is ready to embrace this opportunity as they reach 1.3 billion new consumers with Hollywood/China created content.

设立电影基金
ESTABLISH FILM FUND

    电影和电视通常是重要的投资工具,与此同时它们也因其所能够施加的影响而承担着巨大的战略意义。美国人平均每天看5个小时的电视。可见影视是影响人们行为方式的一项重要工具。中国可以通过设立电影基金来进入这一重要的信息传播领域。
  Movies and television are great investment vehicles but they are also strategically important for the influence they exert. Americans watch on average 5 hours of television per day. That is a significant vehicle to influence human behavior. China can tap into this important messaging center by the establishment of a film fund.

    典型的电影融资模式包括:对特定地域、有线网络预售影片,天使基金,独立或者工作室的投资,银行过桥贷款,捐税鼓励(税率优惠)和市场营销资金。一部电影往往是由这些元素组合而成的复合物,并且绝大多数影片是并不盈利。
  Typical film finance models include pre-sales of movies to select territories, cable networks, angel investor funds, independent or studio financing, bridge loans from banks, tax incentives, and marketing funding. Each film is usually a patchwork quilt of these ingredients and most films fail to make a profit.

    那么,如果中国政府成立一个不从属于其他任何投资者的电影基金会怎样呢?如果这个基金要求经济上有所回报?这将是第一个有机会赚钱的国家资助的基金(参见附件里的挪威电影基金研究)。要求经济上的回报是经济收益和控制版权的第一步。中国主权电影基金会一直是电影版权的持有者,直到电影制作者归还资金。基金会的许可协议可以帮助影片提供宣传地域和更多的周边产品,以降低宣传费。如果资金不被归还,那基金会有权保有作品版权的置留权。使用美国的UCC-1是保护基金会对作品版权置留权的极佳途径。当影片开始赢利,置留权便可归还作者,回笼资金也是板上钉钉的事情了。
  What if the Chinese Government established a film fund that never subordinated their investment to any other investor? Their fund was in first position recoupment from all markets and all mediums from the first dollar gross? It would be the first State Sponsored fund to ever stand a chance of making money. (see the attached study of the Norwegian Film Fund.) Insisting on remaining in first position recoupment is the first step to making money and controlling the copyright. The Chinese Sovereign Film Fund would become the copyright holder until the fund is paid back and meaningful profits can then be sent to the filmmakers. Licensing deals will be struck that provide territories and ancillaries with a steady stream of product in exchange for low distribution fees and control over costs. The fund is first to be paid back and unless and until funds are paid back a lien on the copyright is not released. An excellent way to accomplish this is through the use of a UCC-1 in the United States securing a lien on the copyright of each film. When the film crosses the break-even threshold the lien is released and profit participation is triggered.

    有成片而无营销资金,影片和制片方就会在发行商面前显得十分被动,利益也无法保证,影片往往入不敷出,花费多余盈利,无法保证投资人的收益。中国主权电影基金应该提前开出市场营销资金,成功就唾手可得了。
  Having a completed film with no marketing dollars attached necessitates going “hat in hand” to a distributor that will put the interests of the film and producers behind the distributor’s interests. Expenses often seem to outdistance revenues to evade paying profit participations or investors back. The budget of each film should include marketing funds to mitigate risk. The Chinese Sovereign Film Fund should advance the marketing dollars for each film so that success is all but guaranteed.

    中国主权电影基金会代表必须负责签署、批准所有重要的协议,包括批准每一部电影的制片、发行和市场营销过程中所需的预算协议。同时主要销售行为需要得到基金会的同意,包括所有的院线放映、地区发行、有线网络发行和数码下载。
  The Chinese Sovereign Film Fund representatives must sign off on every significant deal for every film including expenses in the production process, distribution, and marketing. Also, major sales must have approval of The Chinese Sovereign Film Fund. That includes any theatrical distribution, territory sales, cable sales, or digital downloads.

    中国主权电影基金对影片或市场的甄选需有战略上和文化上的相关准则。这些准则可以随着中国政府利益的变化而改变。如果被提上日程,中国主权电影基金将开窗一条电影制作的全新之路。
  The Chinese Sovereign Film Fund must have certain criteria of culture and strategic interest met in order to fund a film or marketing. These criteria can change over time as the interests of the Chinese Government change. The Chinese Sovereign Film Fund would create an innovative approach to making films as it advances the Chinese agenda.

中国的院线发行
CHINESE THEATRICAL DISTRIBUTION

    在美国,只有电影最终在电影院取得成功时,其所有电影辅助设备的价值才能够得以实现。影片的发行带动所有其他的收益。中国,毫无疑问,这一点也是相同的。
  In America the value of all ancillaries is determined when a film is successful in the theaters. The theatrical distribution drives all other revenues. China, will no doubt, create a similar system.

    在中国,人均银幕数量是全世界最少的。美国平均7800个人拥有一块银幕,但是中国112000个人才能拥有一块银幕。这并不是说让中国增加16000块银幕以使其与美国的人均银幕数相持平,事实上中国在部分城市开设10000-15000块银幕这一举动也在拉近着这一差距。
  In China, the movie screens per capita, is among the lowest in the world. The United States has one screen per 7,800 people and China has only one screen for every 112,000 people. It is not suggested that China open 160,000 movie screens to be on par with the United States but certainly this gap can be closed with a significant footprint of 10,000 - 15,000 movie screens being opened in many cities with strong demographics.

  There is no need to build theaters using old technology. Multiplexes using digital projection in mixed use facilities where retail, offices, and residences in the heart of dense areas will provide the greatest opportunity for success. Keep in mind that although family entertainment seems to be a strategic fit with China that all school age children attend school seven days a week. In America children have the weekend off and are available to see movies in theaters during the day on Saturday and Sunday, which makes the weekend box office so important. In China most of the theatrical revenues are going to come from evening shows and therefore the window for seeing movies may be slightly smaller than in other countries. The demographics may be more aligned to 16 – 30 year olds.

  Wanda is doing a great job of building theaters. Their effort should be supported. There are other efforts as well and even more companies will recognize and seize this opportunity.

副业收入的增长
DEVELOPMENT OF ANCILLARY REVENUE

  Since only about 15% of revenue from motion picture distribution in China comes from ancillary revenue there exists a tremendous opportunity to build out this sector of the Chinese film market. Partnerships should be sought within China and the existing Chinese companies’ efforts will be enhanced by providing them access to the films produced by the fund.

  Areas to consider are DVD sales, digital downloads, television, and miscellaneous other revenue streams. In the build out of ancillary revenue the Chinese Government can be very supportive of helping augment this revenue stream by helping the Industry crack down on piracy.




数字发行
DIGITAL DISTRIBUTION

    电视在中国30岁以上的人群中广泛流行。多数30岁以下的人都是通过互联网查询自己所需要的信息。不少人士通过非法的手段进行网络检索,但是尽管随着制度的不断完善,这一趋势仍将继续,电视为了保持和年轻人的之间联系,争取年轻观众也将不断寻找提升自己数码策略的方法。
  Television is largely watched in China by an audience that is 30 and above. Most people under 30 are already getting their content from online sources. In many cases they are doing this on an illegal basis but as regulations improve these trends are going to continue and television that currently struggles in connecting with younger audience will also seek to improve their digital strategies.

    中国的数码下载趋势正在资本化。现代科技可以在不具备昂贵的基础设施的条件下对中国消费者提供多种屏幕下的视觉感受:机顶盒连接电视机,电脑和网络电话。这样一来,这种发行方式的花销相比建造影院就会节省许多。建筑影院需要的建材费用,地产费用,劳动力费用远远高于数码发行所产生的费用。随着好莱坞数码发行体系的日益完善,网络收益也日渐增长。中国在这一趋势中将获益非凡。
  China is well placed to capitalize on the digital download trend. Without expensive infrastructure already in place modern technology can be employed to create a viewing experience on the multiple screens available to Chinese consumers including: Set-top-box connected television sets, computers, tablets, and cellular telephones. The cost associated with this delivery system as relatively low compared to theatrical brick and mortar real estate and labor and or capital-intensive distribution outlets. As Hollywood moves toward more digital distribution net revenue has been increasing. China is uniquely situated to benefit from this trend.

    有些公司针对中国开发了下载平台,就像iTunes,葫芦网,亚马逊和网飞公司一样。电视公司也可以帮助数字发行。
  Some companies are creating server farms and platforms to download movies in the Chinese market as a great opportunity patterned after iTunes, Hulu, Amazon and Netflix. Television companies may be well placed to help build out digital distribution.

CURRENT CHINESE COMPANIES

    由现有的中国公司来扩大建设中国电影工业。关注和涉及好莱坞工作室一直都是一个好选择。但是对现有的中国制片和宣传公司的扶持一直是首要工作。合作而非竞争是扩大中国电影市场的关键。当为中国电影业想出一条战略轨迹时,引入“顾问”是行之有效的,但这些顾问应尽可能快的被了解中国文化的中国人所取代。
  Look no further than the existing Chinese companies to build out the Chinese Film Industry. Involving Hollywood Studios is always an option. But supporting existing Chinese Production and Distribution Companies should always be the priority. Cooperation not competition is the key to building out the Chinese Film Industry. Importing “consultants” can be effective when building out a strategic part of the Chinese Film Industry but those consultants should be replaced as quickly as possible with Chinese Nationals that understand the Chinese Culture.

剧本
SCREENPLAY

    剧本在好莱坞是基础中的基础。每一部提交上去的剧本都会被仔细地检查评估其内容对发行有何影响。只有最好的极少数能够通过审查。一旦剧本确定下来,就要开始决定这部影片是使用一半英文、一半中文(法语、意大利语、德语等等)进行拍摄,在所有市场上映,还是从一开始就同时地拍两个版本,用不同的语言。
  Screenplays are the foundation of Hollywood. Each screenplay submitted should be carefully evaluated for inclusion into the production process. Only the best screenplays should be considered. Once the screenplay is selected a determination should be made on producing the film as a 50% Chinese/50% English (French, Italian, German, etc.) movie that will play in all markets or shooting the film in two languages simultaneously.

    如果确定片子用两种语言拍摄,那么就需要中国导演对演员进行指导,而这个中国导演在影片拍摄的整个过程中,都要和组里和海外导演一起工作。中国演员和导演会在这样的过程中得到培养和提升。
  If the film is shot in two languages then a Chinese director will be selected to direct the Chinese actors and he/she will be attached to the project throughout the entire process to work with the foreign director. Chinese actors and directors will be cultivated in this fashion.

译制
TRANSLATION

    训练中国人写好莱坞风格的故事是扩大建设中国电影工业的一个关键。因此,了解故事结构的资深作家们就只需要做剧本或字幕的翻译。仅仅有一个懂语言的翻译是不够的,我们需要把每一句、每一个词都融于情境之中去翻译。雇佣专业作家去做剧本翻译,在此过程中他们的写作技巧也会得到磨砺。最后他们会完全吃透好莱坞剧作模式,然后开始创作自己的史诗巨制。
  The goal of training Chinese Nationals to write in the Hollywood Style should be one of the key points in the build out of the Chinese Film Industry. Therefore, qualified writers, who understand story structure, should only do screenplay or subtitle translations. It is not merely enough to get a translator that understands language. Each word that is translated must be evaluated and crafted to fit with the entire story structure. By engaging actual writers in the translation process they will continue to receive training that will hone their writing skills. Eventually they will be fully immersed in the Hollywood Storytelling Style and begin writing their own epic screenplays.

    一个语言领域的专家在翻译的时候一定会重新对每一句字幕进行修改、微调。一部影片在译制上的错误还要被人观摩好几年甚至好几代,这是不可以的,必须要做到尽善尽美。
  A language expert must edit any subtitles translated. There is no room for mistakes in the translation process on a movie that may be watched for countless generations. Perfection must be a mandate.

培训
TRAINING

    和好莱坞剧组整组人员签合同,让他们来中国两年是有必要的。剧组成员应该是精挑细选的,他们应该是有教育经验的,并且应该是他们各自领域的专家。每个剧组成员都要给中国学员上课并且监制学生的作品,给学员在拍摄过程中予以指导。
  An entire Hollywood Crew should be contracted to come to China for a two year time period. Crewmembers should be sought that have teaching experience as well as a mastery of their craft verified by screen credits on known motion pictures. Each crew person will hold classes with Chinese Nationals as well as supervise their student’s performance during the entire production process.

  Tom is unique because he can also function as an acting coach and help develop actors that can cross over from China into the American Market. A stable of no less than 25 American Actors will also be contracted for a two-year period to act in the movies financed by the fund. They will live in China and teach when they are not acting in movies. The actors selected will be character actors along with a variety of leading men and women so that an entire range of actors can provide almost any production with necessary actors.

  Chinese actors will be invited to come to the studio and audition for the roles in the Chinese language version of the films. They will be selected by the Chinese Director along with advice from a committee of Chinese Film Professionals.

    因为双语制片、拍摄的复杂性,还因为拍摄者多为受训学员,片子的前期筹备需要比普通片子(导演和分镜艺术家一起商量每一个镜头)花费更长的时间。每一个镜头都可以是用图画表示,这样可以节省很多不必要的语言。可以针对即将来临的实际拍摄进行训练,这样可以保证到场人员基本上都是有所准备、蓄势待发的。
  Because of the complications of dual language production and working with trainees the preproduction process will be longer than normal as the director(s) works with storyboard artists to preplan every single shot. Every picture will save a thousand words in the translation process and keep communications crisp. Training days can focus on upcoming production so that the entire crew shows up ready to execute the scheduled shots.

SELECTION OF CHINESE CREW

    鉴于影视工业的重要性,只有精英中的精英才能得以入选基金会的投资项目。候选人需要熟练掌握英语,并且基金会更偏向于选择在英美有过留学经历的人,或者从北京电影学院以及其他学校电影专业毕业的学生。
  Since Motion Picture and Television Production is such a prestigious industry only the smartest Chinese Nationals should be sought. Candidates should have a proficiency in English and preference should be given to those that have either attended English or American colleges or those that have graduated from Beijing Film Academy or another film school.

    剧组里的每个职务都是重要的。因此,即使是助理或者后勤人员都需要具备成为导演的能力。每个人在片场都会受到交替式训练,每个人都有机会处于不同的职务,这样使他们能够全面地感受影片的制作流程。
  Every crew position is important. Therefore, even the production assistants or craft service personnel should be able to advance all the way to director. Every single person on the set should be invited to cross training classes when they are offered so that each trainee can gain an understanding of the entire production process.

  The goal here is to create a pool of qualified labor that will be the foundation of the Chinese Film Industry.

CHINA OPEN FOR BUSINESS

  China’s story began around 6000 B.C.. The Chinese history is rich in story. Hollywood should be invited to come to China to tell the Chinese story. Imagine a marketing campaign with the following headlines: Are you a storyteller? Can you make a film that will tell a part of our story? We want you to come to China and help us tell the Chinese story.

  Ads will be placed worldwide in many of the most significant trade magazines that relate to the motion picture industry. Daily Variety, Hollywood Reporter, Deadline Hollywood, and many other entertainment trade publications can be targeted to get out the word that China wants to tap into the most talented writers, producers, and directors to make films in China.

    好莱坞人才库会积极地提交以完整剧本形式呈现的故事创意。中国主权电影基金会要成立一个委员会,专门审核这些递交上来地作品。被选中作品的创作者们将携作品一起来到中国,周边所需要的其他资源,只要合理也可以向委员会提出申请把他们带到中国。委员会将会出台一项政策来防止一些与作品无关,或者不会使作品质量得到提高的“资源”进入中国。毕竟我们的基金不是为家庭聚会、朋友联欢而设立的。
  Hollywood’s talent pool will be courted to submit story ideas in the form of completed screenplays. A committee, created specifically for the Chinese Sovereign Film Fund, will evaluate submissions. The top stories will be brought to China along with their attached directors. Additional attachments can be brought to China as long as they make sense. There is a “no sled” policy against any attachments that do not enhance the quality of the project. This is not funding for friends and family to enjoy a vacation in China.

基金支持的三种影视作品项目
THREE TIERS OF PRODUCTION

    我们的电影基金支持三种类型影视作品项目。第一类是2百万以下就可以拍出的小成本影片。回顾好莱坞历史,这类影片运用老式好莱坞电影工厂风格进行制作。器材、基础设施、剧组人员都需要一纸长期合同(两年中的部分时间)罗杰·考曼用这样的方法在他的职业生涯中拍了无数影片。场地、消耗品、道具和其他产品原料如果可以,应被回收利用以节省开支。用这种制作方式,两年内就可以制作出25部影片。一个好莱坞导演带着剧本来到中国,几个月以后他回去的时候已经有了成片,并且这部影片的中文的版本也会一起拍摄。
  The film fund will have three tiers of production. The first tier will be an entire slate of films that can be produced below $2 million dollars. Looking back at the history of Hollywood these films should be produced in the Old Hollywood Movie Factory Style. Equipment, facilities, crew, and talent should be contracted on a long-term basis (segments of 2 years). Roger Corman used this method to make many movies during his career. Sets, expendables, props, and other production ingredients should be recycled to keep costs contained. 25 movies will be produced over a two-year period of time using this method. A director from Hollywood can show up in China with his screenplay and leave a few months later with a completed film and a Chinese version will be completed as well.

    基金支持的第二类项目是可以在中国拍摄的预算较高的好莱坞影片。在这一类型的项目里,只有具有较高知名度的史诗影片编剧会被考虑给予投资。只要是影片的内容和是在中国进行拍摄,基金会都会予以批准,但是剧组和创作者必须遵守基金会的规章条款,这一点和别任何电影基金都一样,影片服从基金会的规定。
  The second tier of production is for high budget Hollywood movies that can be shot in China. Here only named writers with epic screenplays will be considered for funding. As long as the film can be shot in China it will be considered for funding but it will be subject to the same terms and conditions as other films funded under the film funding agreement.

  The third tier of production is for television shows or movies that can be shown on television. Domestic U.S. Distribution on a Network is the foundation of this type of production. The terms and conditions can be evaluated on a case-by-case basis. I would recommend that show runner, Frank Hagan, be contracted to handle any and all negotiations with networks and that he supervise the productions on behalf of the fund and act as the liaison with any and all network personnel. 海外销售代理商(人)
FOREIGN SALES AGENT

    每部由基金会制作出产的影片都需要与一个海外销售代理人签约以全权代表该影片。该代理人应在影片前期制作之前对影片进行评估并策划出他(她)的发行策略。这位海外销售代理将成为该系列影片主角选择的主要决策者。选对一个合适的演员,能使影片的收益流最大化。
  A single foreign sales agent should be contracted to represent each film developed and produced by the fund. This sales agent should evaluate each film prior to the preproduction process and he/she should map out the distribution strategy. The foreign sales agent will be a key decision maker when selecting leading actor’s roles for all tiers of production. Selection of a key cast member can make a substantial difference in maximizing the revenue stream of each film.

  In addition to marketing English and Chinese language films worldwide, the foreign sales agent would also market Chinese language films into Taiwan. 运作基地
BASE OF OPERATION

    BTVCCTV和青岛的摄影棚都可以看做是影视运作基地。本着建立密集型影视工业的原则,我建议只选择一处作为运作基地。就像好莱坞一样,在它向外输出人才之前,一直是本土化的密集型影视基地。中国也应仿照这一模式,把所有的影视人才集中于一处,这样这个地方的声誉和专业性就会大大提高,人们对基地的信任度也会增加,从而保证产品(电影、电视、广告、宣传片等等)的质量。被选中成为运作基地的公司应该有能力提供可供搭景的摄影棚和供演职人员和演员们住宿的地方。与此同时基地需要承诺他们能够提供所有影视周边所需要的器材和服务,从前期的舞台、灯光、轨道、摇臂、录音设备到后期所需要的特效、CGI和其他必备的设备,都需要提供。
  Existing facilities of BTV, CCTV, or Studios in Qingdao should be considered as the base of operations. Only one location should be selected as the concentration of locating so much production in a single location has the highest probability of building out the Chinese Film Industry. Before Hollywood was exporting talent it was localized. China should follow this model and create a concentration of talent in a single place so that no matter what the format (movie, television, commercial, and industrial/corporate) the region becomes known as a reliable supplier of quality content. The company selected will need to have studio facilities where sets can be built and crew and cast housed for the production of the movies. They will also need to make a commitment to provide all equipment and services necessary from stages, lighting, grip, dollies, cranes, sound, postproduction, CGI, special effects, and other necessary facilities and equipment to complete motion pictures and television products.

  The selection of the equipment and facilities partner is key to the success of the fund. Therefore, bids should be sought and the companies should justify why they should be selected to participate in the Chinese Sovereign Film Fund. 拍摄场地
LOCATION FILMING

    有时候影片需要在除了拍摄基地之外的其它地点进行,这样我们就需要成规模的卡车帮助在中国的不同地点进行拍摄工作。卡车的所有权和使用权应该归基金会或者器材合作商,卡车使用的日程安排也应该在前期统筹阶段就确定好。由于影视拍摄可能刺激当地的旅游,所以可以和当地政府商量,由他们来帮助解决一部分场地费。
  Supplemental to the base of operations will be mobile location trucks to film in various locations around China. These trucks should be owned and operated by the fund or facilities partner. Their use should be carefully scheduled during the preproduction process so that they are efficiently utilized. Since location filming is a positive stimulus to tourism, local governments should be contacted to help supplement the expense of filming on location.

SLATE OF EPIC MOVIES

    近期,一个公司正在在中国筹集1.6亿美元来做一个纯家庭娱乐的项目。如果这个项目可以在基金会的条款限制下进行,那我们应该与他们积极合作(例如,如果影片的主要部分是在中国拍摄,那么影片就更容易在中国市场取得成功,回笼资金的渠道就又多了一条,我们和他们的战略联盟也得到了巩固和保障)。
  Currently there is a company seeking to raise $160 million dollars in China to create family only entertainment. That effort should be embraced if the terms and conditions can be worked out under the Sovereign Chinese Film Fund criteria (i.e. if a significant portion of the movies can be filmed in China, they can be released in China enhancing the development of the Chinese ancillary markets, and revenue streams can be secured to pay back the investment then this strategic alliance should be supported).

  I believe this is the path to peace in the world - Integration with a strong emphasis on every human taking an oath never to discriminate against any human for any reason. Picture a world with a strong China and a strong United States working together to cultivate and help the peoples of the world prosper. Picture both nations working together to preserve the culture of the peoples of the world. It is the best chance this planet has ever had to achieve lasting peace and prosperity. The more China and America’s interests become aligned the greater the opportunity to achieve this peace. As a father who has sent his son off to war for two tours in Iraq, I want peace for all parents to avoid seeing their children ever sent off to war.

THE CHINESE DREAM

    为什么美国成为世界人民的希望灯塔?因为当一个人身无分文的来到美国,他可以通过努力的工作和投资获得成功。我认识的很多人实现了这样的美国梦。中国梦的起源要从黄帝说起。如今,越来越多的人超越了他们的环境,得到了比他们想要的更多的财富。一个中国导演对我说他出身贫寒,他第一次和美国人接触是在他六岁时的一次军人慰问。每一个士兵带着一个孩子出去一天,来抚慰贫困带给他们的创伤,哪怕只是只有几个小时而已。这个导演超越了自己出生的环境,他带给我们很多会被影史铭记的了不起的、难以忘怀的影片。现在就有很多的孩子出身贫寒,但是有着成为导演、摄影师、律师、经理、制片人、录音师或者政府官员的梦想以及潜力,如果他们能够改善自己的生存环境,那他们就有可能实现愿望。
  Why has America been the beacon of hope for the peoples of the world? Because a person can arrive on the shores of America without a penny in their pocket and by working hard and investing their money they can achieve success. I know many people that have achieved the American Dream.  The Chinese version of this dream dates back to the First Emperor. Today there are many people who have risen above their circumstances to achieve wealth beyond their wildest expectations. One of the Chinese Film Directors I know told me about being born into abject poverty. His first experience with any American was meeting a soldier when he was six-years old. Each visiting soldier took a child out for a day and tried to ease the pains of poverty if even for only a few hours. That director has risen from the circumstance into which he was born to bring us some of the greatest and most memorable films that have ever been made. Right now there are children born into poverty that will rise to become the great directors, cinematographers, lawyers, managers, producers, sound mixers, or government officials if they are just given a chance to rise above their circumstances.

  The Chinese Dream is alive today! More millionaires and billionaires will be created in China over the next decade than in any other country. China is now synonymous with opportunity. A Chinese Sovereign Film Fund could be the catalyst to set so many opportunities in motion for individuals within China, the Chinese people, the Communist Party, and the Chinese Government.
