U.S. Delivers Radar Systems to Ukraine

WASHINGTON, Nov. 21, 2014 - The U.S. military delivered three lightweight, counter-mortar radar systems yesterday to Ukrainian armed forces, Pentagon spokesman Army Col. Steve Warren told reporters today.

The radar systems are the first few of 20 that will be delivered during the next several weeks and U.S. military members will begin training Ukrainian armed forces in mid-December, Warren said.

Systems 'See' Incoming Mortar Fire

"The radar systems see incoming mortar fire and quickly calculate the point of origin of a mortar round fired by the enemy, and allows friendly forces to react appropriately," the Pentagon spokesman said.

The Ukrainian armed forces will determine how, where and when they will employ the systems, he added.

"It's also up to the Ukrainians if they attach these radar [systems] to a fire-direction system, which will allow for counter battery fires, or if they use them independently and react with ground forces," Warren said.

The radar systems are part of the $118 million in equipment and training the United States has committed to assisting Ukraine's armed forces.

"We're working closely with the Ukrainians through the interagency process," the colonel said.

A U.S. team of about 12 people also recently completed some medical training in Ukraine.

"[The team] assessed Ukraine's need for immediate care, looked at potential long-term capacity building and conducted some battlefield medical training," Warren noted.


New Allotment Rule Protects Troops From Lending Scams

WASHINGTON, Nov. 21, 2014 - Defense Secretary Chuck Hagel has directed a policy change in new paycheck allotments to prevent unscrupulous commercial lenders from taking advantage of troops and their families, Pentagon officials said today.

According to a Defense Department news release published today, effective Jan. 1, 2015, the change in DoD's Financial Management Regulation will prohibit service members from allotting pay to buy, lease or rent personal property, a senior DoD official said.

Improving Protection for Service Members

According to the release, this policy change will eliminate that aspect of the allotment system most prone to abuse by unscrupulous lenders that prey on service members.

This will significantly improve protections for all service members and their families, while not significantly reducing the flexibility to use allotments for a number of legitimate purposes, the release reported.

New Allotment Changes

DoD officials said that while existing allotments are not affected, service members will no longer be able to make allotments for the following types of purchases:

-- Vehicles, such as automobiles, motorcycles and boats;

-- Appliances or household goods, such as furniture, washers and dryers;

-- Electronics, such as laptops, tablets, cell phones and televisions; and

-- Other consumer items that are tangible and moveable.

Allotments still can be used for savings account deposits, investments, to support dependents, pay insurance premiums, mortgages, rents, make Combined Federal Campaign contributions, and U.S. government debt repayments.

Another line of protection for service members and their families is included when starting new allotments through MyPay and manually on DD Form 2558, officials said.

Officials said service members must certify under the Uniform Code of Military Justice that the allotment is not for "the purchase, lease, or rental of personal property of or payment toward personal property."

Reviewing the Allotment System

The secretary directed the change following an interagency review that began in June 2013 in response to a major enforcement action by the Consumer Financial Protection Bureau.

The team comprised DoD representatives from the comptroller, Defense Finance and Accounting Service, personnel and readiness, and general counsel offices in the Joint Staff and secretary's offices. Non-DoD participants were from the Federal Deposit Insurance Corp., CFPB, Federal Reserve Board, Comptroller of the Currency and the National Credit Union Administration.

Defense Officials said a 2012 analysis showed that the top 10 financial institutions that received allotments from service members processed almost two million allotments totaling $3.767 billion. Of the top 10 allotment processors, state law enforcement, consumer advocates, and the financial regulators have flagged three particular institutions as suspected abusers of the allotment system. Those institutions received 999,588 allotments totaling $1.380 billion in fiscal year 2012.

Allotment Usage by Rank

Officials said the 2012 analysis also found that on average per capita, warrant officers use 5.73 allotments, commissioned officers use 3.55 and enlisted personnel use 3.49 allotments, respectively. The dollar average per allotment is highest for warrant officers ($1,679 per allotment), followed by officers ($1,554 per allotment), and then enlisted personnel ($1,224 per allotment).

The new allotment rule applies to active-duty members and not military retirees or DoD civilians, officials said.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $4,123,746,486 modification to a previously awarded fixed-price-incentive firm-target contract (N00019-13-C-0008) for the production of 43 Low Rate Initial Production (LRIP) Lot VIII F-35 Lightning II aircraft. This includes manufacture and delivery of 29 F-35A aircraft for the U. S. Air Force (19), government of Italy (two), government of Norway (two), government of Japan (four) and government of Israel (two). In addition, this modification provides for 10 F-35B aircraft for the U.S. Marine Corps (six) and government of the United Kingdom (four); and four F-35C aircraft for the U.S. Navy (three) and U.S. Marine Corps (one). This modification also provides for LRIP Lot VIII production requirements, including diminishing manufacturing sources redesign and management, ancillary mission equipment, including pilot flight equipment, and concurrency changes to LRIP Lot VIII aircraft. Work will be performed in Fort Worth, Texas (55 percent); El Segundo, California (15 percent); Warton, United Kingdom (10 percent); Orlando, Florida (5 percent); Nashua, New Hampshire (5 percent); Baltimore, Maryland (5 percent); and Cameri, Italy (5 percent), and is expected to be completed in May 2017. BAE Systems Information and Electronics Systems Integration, Inc., Nashua, New Hampshire, is being awarded a $19,862,638 firm-fixed-price contract to procure 283 AN/ALE-55 fiber optic towed decoys for the Integrated Defense Electronic Countermeasures Radio Frequency Countermeasure program. Work will be performed in Nashua, New Hampshire, and is expected to be completed in November 2016. Fiscal 2015 procurement of ammunition (Navy and Marine Corps) funds in the amount of $19,862,638 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Boston Ship Repair, LLC, Boston, Massachusetts, is being awarded an $8,625,966 firm fixed-price contract for a 57-calendar day regular overhaul and dry-docking of Military Sealift Command's Fleet Replenishment Oiler Ship USNS Big Horn (T-AO 198). Work will include clean and gas free tanks, voids, cofferdams and spaces, deck non-skid renewal, ballast tank preservation, cylinder head and liner overhaul, main engine turbo overhaul, cargo console mechanical support, auxiliary boiler maintenance and inspection, annual lifeboat certification, house ventilation system cleaning, docking and undocking, propeller system maintenance and hub replacement, overhauling sea valves, and underwater hull cleaning and painting. Big Horn's primary mission is to provide fuel to U.S. Navy ships at sea and jet fuel to aircraft assigned to aircraft carriers. The contract includes options, which, if exercised, would bring the cumulative value of this contract to $10,610,786. Work will be performed in Boston, Massachusetts, and is expected to be completed by Feb. 23, 2015. Fiscal 2015 operations and maintenance (Navy) contract funds in the amount of $8,625,966 are obligated and will expire at the end of the current fiscal year. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website, with three proposals received. The U.S. Navy's Military Sealift Command, Washington, District of Columbia, is the contracting activity (N32205-15-C-1010).
 

Islands Mechanical Contractor, Inc.,* Middleburg, Florida, is being awarded $7,727,970 for firm-fixed-price task order 0015 under a previously awarded multiple award construction contract (N69450-12-D-1274) for refurbishment of the Taurman Avenue Electrical Substation at Naval Station Guantanamo Bay. The work to be performed provides for the design and construction of new outdoor substation infrastructure to recapitalize the existing outdoor substation which has deteriorated and needs to be replaced. The project includes construction of site improvements, new metal support structure with concrete foundations and concrete equipment pads, security fencing surrounding gravel interior space, grounding system, medium voltage busing systems, vacuum circuit breakers, liquid filled transformers, enclosed metal-clad switchgear, manual isolation and bypass switches, lightning and surge protection, and modular enclosure to house solid-state, programmable monitoring, relaying and controlling system equipment. Work will be performed in Guantanamo Bay, Cuba, and is expected to be completed by August 2016. Fiscal 2015 Navy working capital funds in the amount of $7,727,970 are being obligated on this award and will not expire at the end of the current fiscal year. Two proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.
 

Lockheed Martin Corp., Baltimore, Maryland, is being awarded a $7,032,577 performance based logistics, firm-fixed-price contract, with delivery order 0001 being awarded concurrently, for the manufacture of 137 spares and 289 repair parts used in the MK-41 Vertical Launching System. Work will be performed in Ventura, California (85 percent), and Baltimore, Maryland (15 percent), and work is expected to be completed by November 2015. Fiscal 2015 Navy working capital funds in the amount of $6,848,930 will be obligated at the time of award and will not expire before the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S.C. 2304 (c) (1), with one offer received in response to this solicitation. NAVSUP Weapon Systems Support, Mechanicsburg, Pennsylvania, is the contracting activity (N00104-15-D-ZD21).
 

AIR FORCE
 

Lockheed Martin Information Systems & Global Services, Colorado Springs, Colorado, has been awarded a $52,923,105 modification (P00320) to exercise an option on previously awarded contract F19628-00-C-0019. Contractor will support critical mission operations for North American Aerospace Defense Command Cheyenne Mountain Complex/Integrated Tactical Warning/Attack Assessment in support of air, missile and space defense for the national command authority. Work will be performed at Colorado Springs, Colorado, and Vandenberg Air Force Base, California, and is expected to be completed by Sept. 30, 2015. Lockheed Martin Space Systems Co., Sunnyvale, California, has been awarded a $40,729,757 cost-plus-award-fee modification (P00067) to previously awarded contract FA8808-10-C-0002 for additional logistics and sustainment support of the Defense Satellite Communications System and Milstar Military Satellite Communications Systems. Work will be performed at Schriever Air Force Base, Colorado; Peterson Air Force Base, Colorado; Vandenberg Air Force Base, California; Wheeler Air Force Base, Hawaii; Offutt Air Force Base, Nebraska; and MacDill Air Force Base, Florida, and is expected to be completed by May 31, 2015. Raytheon Co., Raytheon Missile Systems, Tucson, Arizona, has been awarded a $32,221,204 modification (P00010) to previously awarded contract FA8681-13-C-0196 for Enhanced Paveway II guided bomb unit kits and a 10-year warranty for each kit. Contractor will provide 500 Enhanced Paveway II guided bomb units 49 and 50 kits (each kit includes an enhanced computer control group and an air foil group) and a 10-year warranty for each kit to be supplied to the Royal Saudi Air Force. Work will be performed at Tucson, Arizona, and is expected to be completed by July 1, 2016. This contract involves foreign military sales. Sierra Nevada Corp., Sparks, Nevada, has been awarded a not-to-exceed $15,800,000 undefinitized contract modification (P0007) to exercise an option to previously awarded undefinitized contract FA8620-14-C-3027. Contractor will provide Afghan National Army Special Operations Forces contractor logistics support for fixed-wing aircraft (PC-12) sustainment necessary to perform the maintenance operations and keep the aircraft operational. SOUTHERN PINES, NC – November 21, 2014 – Yesterday, severely wounded MSG John Masson, along with his wife Dustina and their three children, were handed the keys and iPad to their new specially adaptedSmart Home at a dedication ceremony held in Southern Pines, NC.  The Smart Home is designed and built with Masson’s needs in mind and comescustomized with a variety of features that ease daily challenges and helps restore independence, including retractable cabinets and shelving, automated lighting and security systems, transfer benches and more.  The home was made possible by Building for America’s Bravest, a partner program of the Gary Sinise Foundation’s R.I.S.E. program and Stephen Siller Tunnel to Towers Foundation along with financial support from Wounded Warriors Family Support, an organization Founded by Col. John Folsom that provides valuable assistance to families of those who have been injured, wounded or killed during combat operations.

“John Masson is a great soldier and a great American who simply wanted to serve his country and has sacrificed greatly in his service,” said Sinise, Founder of the Gary Sinise Foundation. “It has been my honor to get to know him and his family over the years and to build this special home through the Gary Sinise Foundation, along with the support of our many great sponsors and donors.  We supported this effort with a tribute concert in 2013 in Fayetteville and I thank everyone who stepped up to support them.  Most of all I thank John Masson for inspiring us all to try to do a little bit more and to never forget the cost of freedom.”

Masson has served in the US Army in Operation Desert Shield and Operation Desert Storm, in the Indiana Army National Guard, the Ohio Army National Guard and the 20th Special Forces Group (Airborne), and was deployed during  Operation Iraqi Freedom an Enduring Freedom. In 2010, while conducting Village Stability Operations in Afghanistan, Masson stepped on an improvised explosive device (IED) and lost an arm and both legs.  Thanks to his training, he was able to assist his fellow Medical Sergeant in treating his wounds – actions which saved his life.  He’s received both the Purple Heart medal for his injuries and a second Bronze Star medal for his actions in combat.

"My family and I are eternally grateful to everyone who played a part in the building of our new Smart Home," said Masson. "There are no words that can truly express what this means to us.  We’ll forever be indebted to those who came together in support of me and my family.”

How to Live Like Your Ego Is Not Your Amigo Certified Life Coach Explains How to Circumnavigate Your Own Worst Enemy


Human beings are capable of a rich inner life that, sadly, seems to elude so many, says dating and life coach Deborah Downey. 

“I doubt that most of us fully realize just how much worry, doubt and fear we experience on a daily basis; it seems to me that acknowledging this default setting and finding an alternative for well-being should be among our top priorities,” says Downey, author of “What Are You Worried About!” (http://www.coachdeborahdowney.com/).

“Too often, we are inclined toward trying to be something that, upon closer inspection, isn’t what we actually want. Much of this can be attributed to our egos, which persistently tug at our motivations.”

Women who think they have to be married and men who are afraid of revealing their true feelings are just two examples of ego-driven ideas that lead us away from personal fulfillment, she says.

Downey, who found romance and happiness later in life despite living with multiple sclerosis for 25 years, says we can have a more worry-free existence. She explains a few ideas for overriding your ego’s default settings.

•  “I strive for imperfection and I’m always a winner.” 
“Most people laugh when I say this,” she says, because society is forever challenging us to compete and compare ourselves with others to assess our own value. Striving for imperfection is a reminder that we don’t have to drive ourselves crazy with unattainable goals.

“I notice most of us have hidden rules that we carry from childhood that really don’t help us as adults,” she says. “There isn’t any way to be perfect for myself or for any other person who has ever lived. To strive for something unattainable is to strive for failure. Ultimately, allowing for you to be who you are is, I find, liberating and more conducive to overall success in life.”

•  A lesson from Spanx founder and self-made billionaire Sara Blakely …Once upon a time Blakely was just another struggling entrepreneur. In addition to her blockbuster underwear product and her drive, she was armed with a profound idea inherited from her father, an advocate of acclaimed life coach Wayne Dyer. The idea: Don’t be afraid to fail big, because it means you put the effort forth on something that you care about, even though the effort was outside of your comfort zone.

“Appreciating one’s daily and weekly failures is not a means of encouraging it; rather, it’s a way of learning from failure and developing thicker skin so that you aren’t paralyzed into future inactivity due to fear of failure or the unknown,” she says.

•  “We no longer pursue the tormentor.”
 “When my mentor coach first said this to me over the phone, I asked her to repeat it three times,” Downey says.

Tormentors are all-knowing, all-controlling, arrogant to the tenth degree, super-demanding and impossible to please. Because her parents always demanded the best and never praised Downey as a child, she sought love from sociopaths and narcissists as an adult.

“The clarity of how I brought so much pain into my life by pursuing tormentors was mind-blowing,” she says. “Of course, one’s own ego can play the very same role.”

President Provides Immediate Relief, Creates Architecture for Reform

 - After decades of congressional neglect, tonight President Obama took a crucial and courageous step toward reforming our immigration system. He announced that he will provide immediate relief for many of those impacted by of our broken system, and he is offering Congress an architecture for the permanent reforms that our country desperately needs.

Under the new policies announced, the Obama Administration will build on the successful Deferred Action for Childhood Arrivals (DACA) program by providing temporary relief for the parents of U.S. Citizens and lawful permanent residents. The new program, to be called Deferred Action for Parents (DAP), will ensure that millions of U.S. Citizen and lawful permanent resident children will remain unified with their parents. The President also announced new enforcement policies and steps to improve the adjudication of business and family visas.  

Mindful that the full impact of the President’s announcement will reveal itself in the months ahead, the American Immigration Council will keep a close watch over how the agencies administer these new policies. We will work to ensure that they are implemented in a way that respects fundamental principles of fairness and due process. 

Since at least 1956, every U.S. President has granted temporary immigration relief to one or more groups in need of assistance. Like his predecessors, President Obama did not provide a permanent legal status to anyone – only Congress can do that.

The American Immigration Council applauds this long-fought reform for immigrant families, but we keep in mind the millions left untouched by the announcement today. Rather than look for ways to block reform, Congress should do its job to fix our broken immigration system and provide undocumented immigrants in this nation a full and meaningful shot at citizenship.

Pentagon Spokesman Reports Success in Khorasan Airstrike

WASHINGTON, Nov. 20, 2014 - U.S. Central Command reported airstrikes Nov. 19 against Islamic state militant groups and the al-Qaida-affiliated Khorasan group in Syria, a move the Pentagon press secretary called a success here today.

Rear Adm. John Kirby addressed the Pentagon press corps after the Centcom release reported five air strikes executed near Kobani since November 17, including a Khorasan storage facility in northwest Syria.

Pentagon Views Khorasan as "Real Threat'

"We still assess the Khorasan group to be a very real threat to Western interest and to American interest - that is why we continue to go after them where and when we can," Kirby said. "The strike taken the other night against the weapons facility was a success."

Kirby maintained that pressure from the U.S. military will persist against the terrorist group.

"We used a B-1 bomber and dropped several precision-guided munitions on this facility, and we know that the facility was destroyed," Kirby said.

The admiral explained the decision to target that particular facility, known to have been restocked after the Khorasan group suffered losses elsewhere.

"They were moving equipment and materiel around because it had been at risk in other places," Kirby said. "But that doesn't mean we're ready to call it 'mission accomplished' here by any stretch at all we continue to believe this group is a threat."

Kurdish Resupply Continues

Meanwhile in Iraq, Kirby said, arms and ammunition resupply to Kurdish forces continues in the ongoing fight against Islamic State of Iraq and the Levant. "There have been consistent efforts to continue to resupply Kurdish forces, peshmerga forces as necessary largely done by the Iraqi government."

Other nations, the admiral added, have also continued to provide the Kurds with arms and ammunition.

"[The Kurds have] been fighting very hard and very effectively," Kirby said. "The more you expend, the more you're going to need."

Work will be performed at St. Louis, Missouri, and is expected to be completed by March 31, 2017. This award is the result of a sole-source acquisition. Fiscal 2014 research, development, test and evaluation, and ammunition procurement funds, in the amount of $28,443,116 are being obligated at the time of award. Kaman Precision Products, Inc., Orlando, Florida, has been awarded a $28,892,973 firm-fixed-price modification (P00023) to exercise the option for Lot 11 production of joint programmable fuze systems. Contractor will provide an additional quantity of 7,846 state-of-the-art fuze systems being produced under the basic contract. Work will be performed at Eglin Air Force Base, Florida, and is expected to be completed by Dec. 31, 2016. Crowley Technical Management Inc., Jacksonville, Florida, is being awarded a $31,875,833 firm-fixed-price contract for the operation and maintenance of the T-AGOS/T-AGM fleet. This fleet supports the Navy's surveillance towed array sensor system, the U.S. Air Force's dual-band, phased array and parabolic dish radars, and other government research missions.
