Patriot Contract Services, LLC, Concord, California, is being awarded a $58,642,752 modification under a previously awarded firm-fixed-price contract (N00033-14-C-3210) to exercise the first option period of this contract for the operation and maintenance of eight government-owned Watson-class large medium-speed roll-on/roll-off ships. The ships will continue to support Military Sealift Command's worldwide prepositioning requirements. Work for this option period will be performed at sea worldwide, and is expected to be completed by Sept. 30, 2015. These ships support the U. S. Marine Corps Maritime Prepositioning Force worldwide. L-3 KEO, Northampton, Massachusetts, is being awarded a $19,571,552 firm-fixed-price modification to a previously awarded contract (N00024-11-C-6293) for two AN/BVS-1 Photonics Mast Systems for installation on Virginia-class submarines and two Integrated Submarine Imaging System Augmented Sensor (IAS) Low Profile Masts (LPM). The photonics mast is a non-hull penetrating electronic imaging subsystem of the command and control system. The photonics mast incorporates visible, infrared and electronic support measures sensors and stealth features that will provide new capabilities for attack submarines. The IAS LPM is an electro-optical replacement for conventional periscopes. Sikorsky Support Services, Inc., Stratford, Connecticut, is being awarded a $19,144,382 modification to a previously awarded indefinite-delivery requirements contract (N00019-14-D-0003) for organizational, intermediate, depot-level maintenance for T-34 and T-44 aircraft, and organization and intermediate maintenance for T-6 aircraft. The work to be performed provides for repairs that include grade correction, pavement mill and overlay, airfield lighting, and signage and marking for two runways. Related electrical vault work, clearing, demolition and all other associated work necessary to accomplish the project are included. The contract also contains one unexercised option, which if exercised, will increase cumulative contract value to $17,551,248. This option ensures completion of mission, essential testing, and evaluation for all manned air vehicles for which the NTW has operational responsibility. The work to be performed provides for the construction of an above ground parking garage on a reinforced concrete foundation system to accommodate 500 vehicles, with the option to include an additional 150 spaces. The above ground parking garage will be located at the existing Parking Lot "H," between the Navy Lodge and the bowling alley. Alion Science and Technology Corp., Burr Ridge, Illinois, has been awarded a $49,928,409 cost-plus-fixed-fee delivery order (0084) to previously awarded contract FA4600-06-D-0003 for the F-35 Lightning II program. The contractor will provide the application of materials, manufacturing and testing to increase supportability, survivability, producibility and affordability of the program. Contractor will provide positive control flight termination capability of a space launch vehicle on the Eastern Range necessary to meet range safety requirements. PowerSecure, Inc., Wake Forest, North Carolina, has been awarded an $8,300,000 firm-fixed-price contract to repair and relocate an 115 kV transmission line. Contractor will furnish all plant, materials, labor, equipment and operations in connection with the removal of the existing 115 kV transmission line and wooden poles from the Valparaiso substation to the main base substation. The installation of a new 115 kV transmission line will be rerouted overhead, where possible, to avoid the clear zone and routed underground only where not possible to avoid the clear zone. Lockheed Martin Corp., Orlando, Florida, has been awarded a $7,340,410 modification (P00106) for extension of services for the C130J Maintenance and Aircrew Training System. Good afternoon,

Each and every year, the world's leaders gather in New York for a session of the United Nations General Assembly. Earlier today, President Obama spoke to them directly in an address that warrants the attention not only of those leaders, but of all Americans. It was clear, candid, and compelling. The President talked about the world as it is, and the world as we all hope it can be.

The President said that, for all the hard-won progress we see in the world, there is also what he today called a "pervasive unease."

A deadly Ebola outbreak ravaging West Africa, Russian aggression in Ukraine, and the group of medieval murdering terrorists known as ISIL, which, left unchecked, could pose a growing threat beyond the region -- including our homeland.

So when President Obama addressed the leaders of more than 140 nations this morning, he posed two fundamental questions that will help define both the world's future and our own: Can the major powers set aside their differences and meet their responsibilities as leaders? And can the world reject the cancer of violent extremism?

The President knows the answer is yes -- if we make it so. The way he answers these questions is an important illustration of the principles we stand for as Americans, and a window into the future we look to help build. See what he had to say.

He described the compelling need for a global response to global issues. For fighting violent extremism requires a broad coalition of nations willing to stand up for their citizens, and unite against those who seek to "divide us among fault lines of tribe or sect, race or religion."

Defeating this extremism means defeating its false promise, instead embracing the real promise we see in the Middle East: investing in civil society and in the groups and people who are rejecting hate and division in favor of peace and tolerance.

In the past 20 months, I've traveled more than 550,000 miles through 55 countries. I have touched down in Iraq and Jeddah to focus on defeating the threat that ISIL poses. I've flown to Kiev and stood in the Maidan to reaffirm our commitment to supporting Ukraine's efforts to shape their own future and make their democracy a success. I've worked with the leaders of Afghanistan to help secure the gains for which so many Americans have sacrificed so much over the past 13 years.

From Kabul to Cairo and Beijing to Juba, here's what I can tell you: The world's nations have more in common than sometimes we realize -- particularly at a time when every turn seems to present a new danger. Everywhere I’ve gone, no matter how precarious the society or volatile the situation, I have seen the "longing for positive change" that our President spoke of today.

The United States, he said, "will never shy away from the promise of this institution, and its Universal Declaration of Human Rights -- the notion that peace is not merely the absence of war, but the presence of a better life."

Nearly six years into his presidency, President Barack Obama is as committed as ever to the potential of that promise to light the world. And he’s right. And that is precisely why we are taking action against immediate threats wherever they threaten our security at the same time we work towards a world in which those threats will one day be replaced by opportunity.

Los Angeles County-Based Organizations Encouraged to Apply

Applications now open for Los Angeles County-based nonprofit arts organizations interested in hiring college undergraduate interns through the Los Angeles County Arts Internship Program.  The deadline to apply isNovember 5, 2014.  Program guidelines and eligibility requirements can be found atlacountyarts.org/internships.
The internship program is for ten weeks during the 2015 summer and provides undergraduate students with meaningful, paid on-the-job training and experience in working in nonprofit arts organizations, while assisting arts organizations to develop future arts leaders. Organizations interested in hiring a summer intern can receive grants of $2,500 to $4,000, depending on organizational budget size, to be used to pay interns.  To support the internships, Los Angeles County Arts Commission, on behalf of the County, will give grants totaling $514,000 to fund approximately 126 internships at arts organizations throughout the County.  
The program is for Los Angeles County-based nonprofit performing, presenting (including film and media organizations with a presenting program), arts service, municipal and literary arts organizations that are interested in mentoring an undergraduate college student for ten weeks during summer 2015. #Obama: #UN Will Mobilize Countries to Fight #Ebola Outbreak

WASHINGTON, Sept. 24, 2014 - In a speech this morning before the United Nations Security Council summit on foreign terrorist fighters, President Barack Obama likened this distant yet urgent problem to another remote but rising global threat -- the Ebola virus disease outbreak in West Africa.

Each problem demands immediate attention, he told the council, and said the United Nations would continue "mobilizing other countries to join us in making concrete commitments, significant commitments, to fight this outbreak and enhance our system of global health security for the long-term."

The president added, "We, collectively, have not invested adequately in the public health capacity of developing countries."

As the council gathered in New York, Obama told the members, an outbreak of Ebola overwhelms public health systems in West Africa and threatens to move rapidly across borders.

The World Health Organization was first notified of the outbreak in March but investigations revealed that it actually began in December 2013. Between that time and Sept. 23, 5,864 cases and 2,811 deaths have been reported to WHO.

Experts at WHO and the Centers for Disease Control and Prevention, or CDC, expect many thousands more cases and deaths over the next several months.

Containing the outbreak, pursuing new treatments

"As we speak," Obama said, "America is deploying our doctors and scientists, supported by our military, to help contain the outbreak of Ebola and pursue new treatments."

In the days after Sept. 16, when Obama announced an expanded U.S. effort in the fight against Ebola in West Africa, U.S. Africa Command began setting up a Joint Force Command Headquarters in Monrovia, Liberia, to support U.S. military activities and help coordinate U.S. and international relief efforts.

Army Maj. Gen. Darryl A. Williams, the U.S. Army Africa commander who leads the U.S. military response, Operation United Assistance, arrived in Liberia on Sept. 17 with a 12-person assessment team to conduct on-the-ground planning and site surveys needed to build Ebola treatment units.

Today at the Pentagon, Army Col. Steven Warren, a Defense Department spokesman, said about 100 personnel are on the ground now in Monrovia conducting activities in support of the joint forces command.

The first flights carrying parts of a 25-bed field hospital that will be used to treat infected health care workers are expected to start arriving early next week. Once all the parts arrive, he added, the hospital should be set up within about 10 days.

Also helping with the effort in Liberia, Warren said, are three technical personnel working in laboratory facilities and the Defense Department has provided more than 10,000 Ebola test kits. Five military planners also are on the ground as part of a U.S. Agency for International Development, or USAID, Disaster Assistance Response Team.

The 28-member DART team, deployed to West Africa to coordinate and prioritize the U.S. government's outbreak response, also includes staff from USAID, CDC and the U.S. Forest Service.

USAID has the lead for U.S. Ebola efforts in West Africa, Warren added.

A broader effort is needed

At the United Nations, Obama told the council that a broader effort is needed "to stop a disease that could kill hundreds of thousands, inflict horrific suffering, destabilize economies, and move rapidly across borders."

Later this week, also in support of global health security, Obama and National Security Adviser Susan Rice will host a ministerial-level White House event with leaders from nations that have made commitments to an initiative launched in February called the Global Health Security Agenda, or GHSA.

The GHSA is an international effort to accelerate progress toward developing capabilities to counter worldwide biological threats to security so a global health crisis in one area can't expand to overwhelm national governments and destabilize nations and regions.

Defense Secretary Chuck Hagel will participate in the White House event.

During a Sept. 16 visit to CDC, Obama spoke about the dangers of the Ebola epidemic.

"Today thousands of people in West Africa are infected. That number could rapidly grow to tens of thousands. And if the outbreak is not stopped now, we could be looking at hundreds of thousands of people infected, with profound political and economic and security implications for all of us," he said.

"This is an epidemic that is not just a threat to regional security," Obama added, "it's a potential threat to global security if these countries break down, if their economies break down, if people panic. That has profound effects on all of us, even if we are not directly contracting the disease."

Interpol Washington Spearheads Foreign Terrorist Fighter Program, Serves as Catalyst for Global Information Sharing Network

Interpol Washington today announced the formation of a dedicated Interpol Foreign Terrorist Fighter (FTF) program in partnership with the National Security Council (NSC), the Department of Justice (DOJ) and the Department of Homeland Security (DHS).

The program leverages the unique resources Interpol utilizes to combat transnational crime, including its secure, encrypted communications system, its criminal and analytical databases and its system of advisory notices.  Through this program, Interpol will provide an unparalleled mechanism for addressing the threat from FTFs by helping to monitor and deter their international movement and interdict them at strategic entry points, where possible.  Composed of the National Central Bureaus (NCB) of more than 30 member countries, the program was established in response to the need for a forum for sharing intelligence and best practices on a global scale to combat the threat of foreign terrorist fighters traveling to Iraq and Syria.

“Interpol provides critical leadership in advancing the Justice Department’s efforts to combat terrorism and ensure the safety of all Americans – offering cutting-edge resources, a structure for international cooperation, and strategic tools like Red, Blue and Green Notices for tracing, targeting and apprehending terror suspects,” said Attorney General Eric Holder.  “In a world that is increasingly interdependent and interconnected, Interpol helps to defend against a range of evolving challenges by disseminating information, combating crime, and identifying potential threats.  And particularly today, with the emergence of groups like ISIL, and the knowledge that some Americans are attempting to travel to countries like Syria and Iraq to take part in ongoing conflicts, Interpol – as the world’s largest international police organization – has a vital role to play in safeguarding our homeland and protecting the American people.”

“The threat posed by foreign fighters is one that is persistent and requires the full cooperation and resources of the international law enforcement community to effectively combat," said Secretary of Homeland Security Jeh Johnson.  “We are already working closely with European and other governments to build better information sharing, and we will continue to leverage our partnership with the Interpol, Department of Justice and other international partners to make enhanced and concerted efforts to track foreign fighters who come from or seek to enter the United States.”

The program currently supports a working group that includes Australia, Belgium, Canada, France, New Zealand, Spain, Switzerland, the Netherlands, Turkey, the United Kingdom and the United States, and an international symposia—a multinational database populated with information contributed by and accessible to participating member countries.  The criminal intelligence information contained in the database includes detailed identity particulars that are especially valuable to law enforcement and border control authorities in making determinations of the terrorist threat posed by subjects located in, or attempting to enter, their respective jurisdictions.

Interpol Washington played a critical role in the program’s development and is taking the lead on implementing it in the United States by continuing to strategically use Interpol Red Notices to target and apprehend terrorists for prosecution in U.S. courts and Interpol Blue Notices to trace and locate terrorists and others suspected of terrorism-related activity, including those not charged with a particular offense.  Further, Interpol Washington is extensively utilizing Interpol Green Notices to publish information about hundreds of foreign nationals previously identified in both Iraq and Afghanistan and involved in terrorist activities. Interpol also offers countries the ability to use its information sharing system to send targeted messages to key partners on terrorist subjects.

“Interpol Washington continues to champion international police cooperation by leading U.S. efforts in the Interpol Foreign Terrorist Fighter program,” said Interpol Washington Director Shawn A. Bray.  “Interpol provides a unique set of information sharing solutions for addressing this growing threat.  By applying these solutions via its secure global communications network, Interpol member countries send a strong, unified message of engagement against FTFs and those who support them.”

EL SEGUNDO – The Los Angeles Lakers have signed guard Ronnie Price, it was announced today by General Manager Mitch Kupchak.

 

The nine-year NBA veteran holds career averages of 3.4 points, 1.5 assists, and 1.1 rebounds over 425 games (35 starts). The 31-year-old Price spent his first two NBA seasons with the Sacramento Kings (2005-07), followed by stints with the Utah Jazz (2007-11), Phoenix Suns (2011-12), Portland Trailblazers (2012-13) and most recently with the Orlando Magic last season.

 

The 6’2’’ Price averaged a career-high 2.1 assists per game in 2013-14 with Orlando, in addition to 2.4 points, 1.4 rebounds, and 0.8 steals in 12.2 minutes over 31 games (two starts). The Friendswood, TX native has appeared in the postseason four times (2006, ’08, ’09, and ’10) in his career.
